It's easy to recognize Cardinal Stritch (left, with mitre). The prelate to the far right in cappa magna looks like cardinal Spellman, the cardinal to his right looks like McGuigan and whoever recognizes the fourth cardinal grabbing his biretta is really, really good!

Can I ask what the occasion is, where it was held and when?
Also, Interesting to see that the Celebrant's Throne is on the same level as the attending Prince's with their own baldachino at that! Is it a Cardinalatial privilege when a Cardinal Pontificates with other Cardinals present?

The Throne is such because he is in his own Archdiocese, Holy Name Cathedral. The Cardinals have the throne because they are Cardinals and I am going to say that the third Cardinal is McIntyre. He is in the "junior" place in dignity and he was made a Cardinal in '53 while the others wre made in the Great Consistory of 1946.
Would think the one holding his biretta is Richard Cardinal Cushing.
Absolutely cannot be Cushing! Cardinal Stritch died before Cushing was a Cardinal!

I am the original suggestor of Cardinal McIntyre. However, I will now bow to the good reader who suggests Cardinal Mooney and I will add the reason, which has puzzled me from the beginning. It looks like Cardinal Stritch may be wearing the Mass cassock with the train, under his alb, unless his alb and cassock are stuck on something at the bottom.
If this is so, that particular use of the train was, I believe, abolished in 1951 or so, before the outstanding McIntyre was a Cardinal. I switch my vote, therefore to Cardinal Mooney!
Okay! I found the solution via the Google news archive! This is a jubilee pontifical mass at Chicago's Holy Name Cathedral in honor of the 25th anniversary of Samuel Cardinal Stritch's consecration as a bishop and the fourth Cardinal is indeed Cardinal Mooney!
Cardinal Stritch was consecrated a bishop on November 21, 1921, so this is around that time in 1946
