The unidentified Bishop is Bishop (later personal Archbishop) Sheil, longtime Auxiliary of Chicago and Founder of the CYO.
The unidentified bishop here is a Cardinal: you can tell by the watered-silk cassock and cappa, the cardinal's biretta, and gold tastles on his sash.
Oops... That's cardinal Strich himself. Looking at this photo at a very late hour! Sorry about that!
