This looks like a strange Cappa to me. The front does not even fall anywhere. In fact...there doesn't appear to be a front at all, and it certainly couldn't cover the "whole man" when seated.

If you click on the photo to enlarge it, you will notice that the prelate has the over-cover folded up on each side. If it were down, it would be as long as the cappa should be. No idea why it is folded up like that. First time for evertything, I guess!
