Before he became a Cardinal he was the Apostolic Delegate to the United States from 1933 to 1959.
Here we see him during the installation of Archbishop Francis Patrick Keough, Baltimore.

Whenever I see a photo of an "Installation" in the Old Rite, I am reminded of what Nainfa writes in his "Costume of Prelates", 1926, pg. 226-227:
"The present writer has frequently been asked by diocesan m.c.'s where they could find directions for the ceremony of a Bishop's "installation". In every case, he was forced to answer that there exists no such ceremony. THE SO-CALLED INSTALLATION IS A PURE "AMERICANISM", a relic of our missionary period. In the course of the 19th century, when new dioceses were frequently created in consequence of the rapid growth of the Catholic population, it may have at times appeared necessary to the Bishop whose diocese had just been dismembered to present to the people of the new diocese the Prelate to whom they were henceforth to give their allegiance; .... The new Ordinary should, according to the letter and the spirit of the Ceremonial, appear to his people for the first time in full possession of his authority: nobody is qualified to present him to his people and lead him to his throne, to do so would signify an assumption of authority which the Sovereign Pontiff alone could claim de potentia absoluta, but never exercises in fact."
