He wears a simar (cassock with cape (usually bishops wear it), and a surplice with Roman yoke (the square or rectangular cut to pass over the head when vesting) on which he has hooked the pectoral cross, and consequently make it look like a risque cleavage. He is probably not a bishop (no skullcap and weird pectoral)but some sort of canon.
No, he's not a bishop. I also don't think he's a canon. As far as I know he is only the priest of St. Bridgets parish in Gdansk (This seems to be an important parish with no small amount of income, which the prelate used to finance a somewhat more than lavish lifestyle).
