BTW, I have always seen that "Chord with the Fiocchi" (last photo) on old Cardinalatial (some Prelatial) photos especially when they are dressed in Cappa Magna. What is it and what is its significance and purpose?

wow great blog n pics! the 1st pic dsnt look like cardinal sin but then archbishop santos, before he was made cardinal. nyways, i do wnt 2 knw what that tassel is, it does show on some old episcopal pics. i knw dat the pectoral cross is supposed to be worn underneath but what is that tassel?

The tassel you see is a form of closure for the rochet which the prelate is wearing. The are two cords sewn to the neck opening. The neck opening is opened and closed by the use of a small movable node which encircles the two cords...at opposite end, the cords were held together by a tassel which can often by seen hanging below the mozzeta.
