In the top photo a priest is wearing a black garment over his surplice tht looks like a really short mozetta, especially short above the elbows. I have seen other photos of German priests wearing this thing. In fact I recall a photo of the Ratzinger brothers, taken on the day of their ordination, shows them wearing this thing, with fringes at the bottom. Does anyone know what it is?
